Regulated products entering Saudi Arabia need a Product Certificate of Conformity and a Shipment Certificate issued through the SABER platform under SASO technical regulations. Toys fall under the GCC toy regulation. Arabic labelling is commonly required, and your importer confirms which rules apply to each customs code.
SABER: two certificates
SABER is the Saudi online platform for product conformity. For a regulated product, a notified body first issues a Product Certificate of Conformity. Then, for every shipment, a Shipment Certificate is issued on the platform from the shipment details. The goods clear customs with the Shipment Certificate.
Which regulation applies
The Saudi Standards, Metrology and Quality Organization (SASO) sets technical regulations by product type, and the customs code decides which one applies. Textiles and toys are covered by their own regulations. Toys sold in GCC states also follow the GCC Standardization Organization’s technical regulation for children’s toys.
Plan the order around the certificates
- Confirm the customs code and the regulation with your importer
- Arrange the product certificate before the first shipment, with the test reports the notified body asks for
- Plan a shipment certificate for every shipment
- Agree Arabic label text, including any names embroidered in Arabic
